What is FBR Digital Invoicing?
Under the statutory framework established in the Sales Tax Act, 1990 and governed by regulatory notifications (including S.R.O. 1525(I)/2023), the Federal Board of Revenue introduced a direct computerized integration regime. Rather than waiting for monthly Annexure-C sales tax returns, registered entities must transmit individual invoice data to FBR's computerised systems at the time of transaction.
The system returns a unique FBR Digital Invoice Number (also known as the FBR Invoice ID) and security data that must be embedded in printed invoices and delivery notes as a scannable QR code.
Who is Required to Comply?
FBR digital invoicing applies to:
- Tier-1 Retailers: Operating in air-conditioned shopping malls, retail chains with multiple branches, and businesses with large electricity bills as defined by statutory thresholds.
- Manufacturers: Fast-moving consumer goods (FMCG), textiles, pharmaceuticals, chemicals, and industrial fabricators.
- Importers and Wholesalers: Corporate distributors supplying downstream wholesale and retail channels.
The Novus ERP End-to-End Compliance Architecture
1. Pre-Submission Validation Engine
In standard integrations, invoices are submitted directly to FBR's API. If an error exists—such as an unmapped unit of measure code, an invalid NTN, or an unreferenced SRO—FBR returns an HTTP rejection. In Novus ERP, every sales invoice passes through a local validation engine before any HTTP request is dispatched. It checks:
- NTN/CNIC Verification: Ensures 7-digit corporate NTN with check-digit or 13-digit buyer CNIC matches mandatory format requirements.
- Standardized UOM Mapping: Automatically converts internal company units (e.g. cartons, rolls, liters) into FBR's official alphanumeric standard codes.
- Tax Rate & SRO Verification: Cross-checks sales tax rates against active SRO schedules (such as Fifth Schedule zero-rating, Sixth Schedule exemptions, or Eighth Schedule reduced rates).
- Nearest Rupee Boundary Rounding: Computes tax lines and invoice totals using the statutory mathematical rounding rules required by tax law.
2. Direct PRAL/FBR API Gateway Connection
Upon passing local validation, Novus ERP submits the signed payload to FBR's Digital Invoicing endpoints via secure TLS connections. The system captures the returned unique registration ID, attaches it to the sales invoice, and updates document status from Approved to FBR-Submitted.
3. Real-Time QR Code Generation
Novus generates the compliant QR code containing the document's verification payload. When printed or emailed to buyers, the QR code can be scanned using the official FBR Tax Asaan mobile app, instantly verifying the legitimacy of the tax invoice for the buyer's input tax claims.
4. Permanent Audit Trail & Rejection Diagnostics
Tax audits require proof of what was submitted and when. Novus ERP retains the exact JSON request sent, timestamp, transmission latency, and complete FBR API response within an immutable audit table. Network and gateway errors are handled through queued retries so teams can track submissions that still need a response.
Accounting & Compliance in One Unified Ledger
Novus ERP keeps the sales transaction, sales tax liability and returned FBR identifier linked in the invoice workflow. Teams can review submission status alongside the accounting record.
Comparison: Bolt-on Utilities vs. Native Novus ERP
